A “Domestic Energy Assessor” is otherwise known as a “DEA”
An “Energy Performance Certificate” is otherwise known as an “EPC”

The term “Wholesale EPCs” or "us" or "we" refers to the owner of the website whose registered office is 3 Jesmond Drive, Bury, Lancashire. The term "you" refers to the user or viewer of our website or services.

Liability & Insurance
The User undertakes to ensure that all information has been entered onto the website accurately and in full. The User accepts full liability for such information and acknowledges that the information will be used to fulfil the order without intervention or validation. We shall not be responsible for any loss of data resulting from delays, corruption of data, nondeliveries, misdeliveries or service interruptions. Except to the extent of Wholesale EPCs gross negligence or wilful misconduct, neither we nor any of its subsidiaries or network service providers will be responsible for any unauthorised access to or alteration, theft or destruction of user provided information as a result of a breach in security, or through accidental or divisive means. In no event will we be liable or responsible to users of the service for any type of incidental, punitive, direct, indirect or consequential damages, including, but not limited to, loss of revenue, lost profits, replacement goods, loss of technology, rights or services, loss of data, or interruption or loss of use of service or equipment, even if advised of the possibility of such damages, whether arising under theory of contract, tort (including negligence), product liability, strict liability or otherwise. Notwithstanding anything to the contrary in this agreement, Wholesale EPCs maximum liability under this agreement for all damages, losses, costs and causes of actions from any and all claims (whether in contract, tort, including negligence, quasi-contract, statutory or otherwise) shall not exceed the actual pound sterling amount paid by the Customer for the Services which gave rise to such damages, losses and causes of actions during the 3-month period prior to the date the damage or loss occurred or the cause of action arose.

All Energy Performance Certificates produced by our own team of energy assessors are covered to the value of £2,000,000 GBP (public liability insurance) and £1,000,000 GBP (professional indemnity insurance)

Customers responsibilities
Where a Wholesale EPCs energy assessor is required to conduct an energy assessment, the customer, designated representative or agent acting on their behalf should be present at the property at the agreed date and time unless other arrangements have been made and agreed 48 hours in advance. Provide safe access to all areas of the dwelling and make sure all animals are kept under control and don’t hinder or endanger the assessor during the course or the inspection. Ensure children remain under parent or guardian supervision during the assessment (equipment used for the assessment may cause harm in the wrong hands). Provide where possible documented evidence of the property’s build date, any replacement windows, extensions, insulation, cavity wall insulation, room in loft, combi/boiler installation. If you have trouble finding any of the documentation don’t worry. The more documents you can find the more information can be recorded. It is the customers responsibility to ensure all areas are accessible for assessment this includes: - all radiators, heaters, fires, boilers, hot water cylinders, gas and electric meters, it is advisable for the client to open the loft space access for the assessor. Inaccessible loft space will record as “no access” & insulation “unknown”.

Complaints Procedure
Wholesale EPCs is registered with the Property Codes Compliance Board as a subscriber to the HIP Code. A key commitment under the Code is that firms will handle any complaints both speedily and fairly.

If you want to make a complaint, we will:
•  Acknowledge it within 5 working days of receipt.
•  Normally deal with it fully and provide a final response, in writing, within 20 working days of receipt.
•  Keep you informed by letter, telephone or e-mail, as you prefer, if we need more time.
•  Provide a final response, in writing, at the latest within 40 working days of receipt.
•  Liaise, at your request, with anyone acting formally on your behalf.

We will co-operate fully with the Ombudsman during an investigation and comply with his decision.
Under no circumstances will the customer be deprived of their legal rights. All complaints will be investigated and dealt with at no cost to the consumer.

Cancellation Policy
Cancellation by us
We reserve the right to cancel an order if:
• We have insufficient personnel to carry out your order;
• Our personnel do not work in your area;
• Your order was listed at an incorrect price due to a typographical error.

If we do cancel the order we will notify you by email and we will either offer an alternative or re-credit to your account any sum deducted by us from your credit card as soon as possible. We will not be obliged to offer any additional compensation for disappointment suffered or for any other reason.

Cancellation by you
You have the right to cancel an order providing it meets the following conditions:
• HIP orders are cancelled within 4 hours of placing the order. Once an order for a HIP has been placed, automated steps are immediately taken to place the necessary orders with our suppliers, to procure and produce a HIP as quickly and efficiently as possible.
• EPC orders are cancelled 48 hours prior to the arranged appointment date or anytime if no appointment date has yet been set.

Refunds
You are entitled to a refund under the following terms and conditions:
• You have met the cancellation terms and conditions as stated on this site.
• You have met the general terms and conditions as stated on this site.
• You have not in any way abused the Wholesale EPCs web site or our services.
• There are no outstanding complaints between you or your agent and Wholesale EPCs
• There is no outstanding payment on your behalf owed to Wholesale EPCs

Refunds are subject to the following fees:
• EPCs - The full amount paid will be refunded if cancelled more than 48 hours before the agreed appointment date, however, there will be a fee of £5 to cover our administration and the payment processing charges.
If cancelling within 48 hours of the agreed appointment date, the payment will be non-refundable.

Delivery Policy
Energy Performance Certificates
An EPC requires that a DEA visit the property for which the EPC is being commissioned, to perform a non-intrusive visual data collection inspection.
Once the inspection is complete, the DEA will lodge the survey data with Landmark, the central Government run register, within 2 working days. Landmark provides a unique 20-digit identification number called a Report Reference Number (RRN), along with a hyperlink to access the report.
Wholesale EPCs will email the Energy Performance Certificate and the Landmark hyperlink to the customer who commissioned the EPC within 2 working days of completing the inspection. The EPC is in electronic PDF format and can be downloaded and printed.
The customer may also request the EPC and Landmark hyperlink be sent by email to their property management company or letting agent, assuming the agent details have been provided.

What information do we collect?
When you visit our web site and choose to contact us via the web form on the contact page, Wholesale EPCs collects this personal information in order to respond to your query. We ask for your name and e-mail address only. When placing an order with us, it is necessary for us to collect certain personal details to enable us to provision our services. Such details include your name, contact number, house number and postcode, payment method and the charge for the service you've chosen. Also any information, where provided, about the property you are placing an order against. This information is stored on a secure database on a secure server with access allowed only to authorised Wholesale EPCs staff.

What information do we NOT collect?
We do not collect any credit/debit card details unless an order is placed by telephone. Any card details given are simply entered into PayPal’s secure virtual terminal and are not stored by Wholesale EPCs. All financial transactions and personal information pertaining to transactions for the purchase of our services are the responsibility of the processing agent being used on our behalf (e.g. PayPal)

How we use the information we collect?
Wholesale EPCs automatically collects and processes certain information based upon your use of the propertyhipservices.co.uk web site. We use this information to conduct internal research on our users' demographics, interests, and behaviour to better understand, serve and protect you and our community. This information may include the URL that you just came from, which URL you next go to, browser information, and your IP address.
Wholesale EPCs does not use your details for marketing purposes or pass them on to third parties unless you have specifically consented to this.

Disclosing your personal information
Wholesale EPCs will never sell or rent your personal information to third parties for their marketing purposes without your explicit consent, except to provide products or services you've requested, when we have your permission.
